Direct all noise complaints to the building manager during normal business hours and follow-up with a written confirmation. If the disturbance is after normal business hours, call the Front Desk and report the problem.  Then speak with the manager during normal business hours and (again) follow up with a written confirmation.

Derails, such as date, time, and a detailed description of the noise will be helpful.  When possible, note where the disturbance is located.  Do not approach the apartment where the disturbance is or where you think it might be located.  Leave this to management.
